A file that has been evicted to the cloud is shown as waiting, not as broken.
Showspaces in iCloud Drive or Google Drive work normally. The wrinkle is that those services remove the contents of files you have not opened lately, leaving the name behind and the bytes in the cloud.
The app checks whether a file's contents are really on your disk. A page whose contents have been evicted is shown as waiting, and the app offers to fetch it. This is the reason the app needs macOS 14 Sonoma or later: that check became reliable there.
How long a fetch takes depends on the file's size and your connection. It is the same wait Finder would make you sit through.
If a Showspace matters enough that you never want to wait, pin it. In Finder, right-click the folder in iCloud Drive and choose Keep Downloaded. Google Drive has the same idea in its offline access setting. The pages then stay on your disk and open instantly, at the cost of the space they take.
An agent writing into a synced folder writes locally, and the service uploads afterwards. If you are watching the same Showspace on a second Mac, the page appears there when the sync reaches it.
